The Asia Pacific Foundation of Canada (APF Canada) is seeking a fixed-term, full-time Gender Equity and Social Inclusion (GESI) Specialist, to work on its APEC-Canada Growing Business Partnership project focusing on micro, small, and medium-sized enterprise (MSME) growth in developing APEC economies. The position reports to the Program Manager, APEC-Canada Growing Business Partnership and is based at APF Canada’s Vancouver office.


The Gender Equity and Social Inclusion (GESI) Specialist will provide support for the APEC-Canada Growing Business Partnership by strengthening tools, methodologies and research around entrepreneurship, women’s economic empowerment, and implementing inclusive business models. The Gender Equity and Social Inclusion (GESI) Specialist will be primarily responsible for conducting a Gender-Based Plus (GBA+ Analysis) of the project’s focus economies and a Project Implementation Plan (PIP) that provides a clear methodology and work plan for the GESI design of the APEC-Canada Growing Business Partnership.


The ideal candidate should be knowledgeable about policy development related to GESI, and should have proven experience in researching and/or implementing inclusive business models and promotion of women's economic empowerment. Knowledge of Canada’s Feminist International Assistance Policy (FIAP) and gender equality outcomes is required.

Successful applicants will have the following qualifications:


  • Graduate education, such as a master’s degree or Ph.D. in gender and equity studies, social justice, sustainable development, international political economy; political science, public policy, business administration, or other relevant fields of study at the graduate level;  
  • Knowledge about issues related to MSMEs and entrepreneurship particularly in the context of fostering sustainable development and poverty reduction, and promoting gender equality;
  • Experience in policy development related to GESI and gender mainstreaming into projects and tracking of GESI results.
  • Experience in research and/or development of business inclusive business models and promotion of women’s economic empowerment;
  • Knowledge of Canada’s Feminist International Assistance Policy (FIAP) and national policies and efforts to support gender equality; 
  • Two to three (2-to-3) years of previous work experience in government, think tanks, non-profit organizations, or international development-related organizations; 
  • A working understanding of gender policy and hands-on experience with Canadian policies and programs to support MSME participation in international trade is an asset;
  • Previous work experience in developing or managing a Global Affairs Canada funded international development project is highly desirable;
  • An understanding of Southeast Asia or the Pacific Islands will be considered an asset. 


Major Responsibilities:


  • Conduct a rapid GBA+ analysis to gather context-specific and locally informed gender-sensitive data and information pertaining to women’s entrepreneurship and women-led MSMEs in Indonesia, Malaysia, Papua New Guinea, Philippines, Thailand and Vietnam;
  • Develop a Project Implementation Plan (PIP) that provides a clear methodology and work plan for the GESI design, development, and results-based management of the APEC-Canada Growing Business Partnership;
  • Manage the integration of gender-responsive and inclusive MSME-related research and monitor relevant public policies, trends and emerging gender equality issues;
  • Implement a gender-sensitive monitoring and evaluation framework to evaluate project activities;
  • Prepare project reports, action plans, policy briefs, recommendations and
    communication materials that support poverty reduction, gender equality and women’s economic empowerment;
  • Coordinate the production of gender-responsive research papers, surveys, toolkits, and briefs;
  • Under the guidance of the Program Manager, is responsible for the review of project budgets and procurement to ensure the integration of gender equality outcomes;
  • Liaise with relevant Canadian government agencies and international organizations
    related to the project; 
  • Assist the Program Manager in coordinating and managing gendered elements in meetings, consultations, and partnership events linked to the project, including conferences, roundtables, workshops, and training sessions with leaders and experts from Canada and other APEC economies;
  • Provide ongoing gender research support and analysis throughout the project’s activities.

 

Eligibility

 

Applicants must be eligible to work in Canada and have completed a graduate degree (Master or Ph.D.). The successful applicant will ideally work out of Vancouver, BC, partly remotely and partly from APF Canada's head office in downtown Vancouver, during regular office (pacific standard time) hours from Monday to Friday. Please note, on-site work expectations will vary due to COVID-19.

 

Compensation

 

The salary rate will be determined commensurate with experience and level of expertise subject to APF Canada's salary band and flexible hybrid work arrangement.

 

This role is a fixed-term, full-time engagement, ideally to start in February 2022.  The contract duration is initially three months with the possibility of a multi-year extension, subject to further funding.
